Shipping notice from agents

26 2025.05

Recently, the Ministry of Commerce and Customs implemented new measures regarding the export controls on rare earth elements and rare metals, including but not limited to:

-Dysprosium, Yttrium, Samarium, Neodymium, Rhodium, Platinum, Radium, Thorium, Uranium, Copper, Lanthanum, Iridium, Lithium, Gallium, Titanium, Zirconium, Tantalum, Tungsten, Molybdenum, Antimony, Beryllium, Nickel, Manganese, Cobalt, and other high-density goods.

-Graphite

-Drones and accessories

As part of these changes, export controls have been extended to prohibit the export of certain items, including but not limited to:

Tritium, Tellurium, Feldspar, Liquorice, and other high-density goods, including various metal ingots, molds, and raw materials.

Since some of these raw materials may be difficult for customs to identify, testing reports provided for these items may not be approved. Inspection components may also require further clarification, and timelines for customs clearance may not be predictable.

To avoid delays and unnecessary losses, we strongly advise that enterprises and customers refrain from carrying these restricted items when loading shipments.

Customs Notice (From shipping agents):

As the national situation between China and the United States is critical, the state has intensified efforts to crack down on the illegal export of controlled items. The export inspection and customs declaration process has become more stringent, with added verification and classification requirements. As a result, there may be more instances of sampling and inspection.

If any of the items listed above are involved in shipments, we request that all agency enterprises promptly submit relevant information to our department. We will issue a contact note to the Integrated Operations Section to verify classification or initiate laboratory sampling to ensure that the inspected goods are cleared as quickly as possible.

We urge all agency enterprises to actively communicate with customers, explaining the potential delays due to verification, classification, or sampling processes. This proactive approach will help prevent conflicts caused by extended customs processing times.
